中信实业银行于1998年开始办理“代收美国非移民签证申请”业务，申请人到中信银行柜面凭有效因私护照缴付签证申请费后，即可领取非移民签证申请表一份。最近，该行又与美国驻上海领事馆达成进一步合作协议，在上海及周边地区(上海美国领事馆领区)推出“代理美国领事馆非移民‘免面谈’签证资料传递业务 ”。
所谓“免面谈”签证资料传递业务是专为已持有因私护照，5年之内再次申请非移民赴美签证者提供的服务，申请此项服务可不必再去使、领馆面谈，免去排队等候的麻烦。适应这项服务的申请人须满足以下条件：
1、在过去5年里持因私护照去过美国；
2、上次赴美期间是按美国移民规划局规定的期限逗留；
3、本次签证是申请临时工作、留学、访问学者(以上三种签证包括配偶和子女)或是商务签证及旅游；
4、上次赴美至本次申请期间没有被拒签记录；
5、本次申请的签证与上一次出境申请的签证种类一致，(如果是留学签证或交流学者签证，本次欲返回的是同一所学校)；
6、因私护照的有效期应比申请人计划离开美国的时间长(不少于六个月)。
根据美国领事馆的要求，委托传递的资料必须齐全，应包括：
1、有效护照原件；
2、曾经用过的赴美签证原件；
3、由申请人签名的签证申请表(DS-156)，须用英文完整填写； Line8 other surname used, repeat the Chinese last name. Line9 other given name used, space between chinese pinyin, for example, Wang zizi will be at line 8 Wang, 王3769 Line9 Zi Zi 子1311 资6327. 王后3769为王字的电报码. DS-156条形码一定要清楚.
4、如果是访问学者申请人(J-l类)请提供(I-AP-66)原件；是临时工作申请人(H-1类)请提供(I-797)原件；如果是留学签证申请人 (F-l类)，请提供过去一年内由美方学校签发的(I-20)原件。如有不详，可直接向美领馆电话咨询64336880。
5、已在中信实业银行交纳签证申请费的收据；
6、近期彩色护照相片二张(请贴在申请表上)。
需要说明的是所有签证申请资料拒收复印件。如果资料齐全，申请人完全可以委托他人代为办理。正常情况下，递交申请材料四个工作日后可以取回赴美签证，采取此种方法的获签率一般在90%-95%。但如果签证未获批准，银行会通知申请人补充资料，或去领事馆面谈；一旦最终未获批准，委托手续费是不予退返的。特别是如果发生护照或文件丢失，美领馆及中信实业银行各分支机构概不负责，但可以适当帮助您获得新证件。

SAN FRANCISCO — Goldman Sachs increased its 2010 outlook for global information technology spending on Monday and also predicted online advertising will return to double-digit growth next year.
In a note to clients, the investment bank raised its IT spending forecast to 4 percent growth from 2 percent, citing improvements in macro indicators like gross domestic product and corporate profits. It maintained its 2009 forecast, however, which calls for an 8 percent drop in spending.
Goldman Sachs also said that it expects online advertising spending to drop 4 percent this year but grow 15 percent in 2010, helped by economic recovery in the ad market and the ongoing shift of ad dollars to the Internet.
The investment bank expects 20 percent growth internationally and 10 percent growth stateside next year.
In the same note, the company said it removed semiconductor equipment maker Applied Materials Inc. from its "Conviction List" and added data storage company NetApp Inc.
Applied Materials shares fell 37 cents, or 2.8 percent, to finish trading at $12.66, while NetApp shares rose 88 cents, or 3.6 percent, to $25.63.
